What are the selection and award criteria for each phase? How does the EC participate in the evaluations? What is the evaluation board’s structure like?

The selection and award criteria are outlined in TD1. The EC does not participate in the evaluations. The evaluation committe consists of at least three appointed members of each procurer with medical, technical and/or procurement expertise.

We’d like to have a small explanation regarding the phase 2. Tender documents refer to prototype v1 and v2 that must be tested from 15 users of each procurer site. This means that phase 2 will be something like a small scale pilot? These users can be our colleagues or will they be users that procurers will indicate us?

No, Phase II is not considered a piloting testing period. Instead only demonstrations of prototypes of key system components (v1) and of functioning prototypes (v2) should be given at all sites. The 15 users will be named by the procurers.

I just want to be sure that we understand the right way how we can manage the VAT: If for example our proposed budget is 10.000€, that means that we should consider including all VAT costs in that value? And also, we as leaders won’t have VAT invoice since we refer to a European project. Our rest partners from other EU countries, same case with us. But in case we have a partner from the same country with us, this partner should consider VAT costs since their invoice will refer to us as leaders and not directly to the Buyers. Have I understood it clearly please?

Yes total costs including VAT, if applicable.

Please provide a more detailed explanation about the following issues in the 3.3 Selection Criteria section of TD1: “Confirm that the Tenderer will take the appropriate level of insurance cover if it’s to be successful in winning the contract.” Is it necessary to provide a bid security or some guarantee like that?

No, that is not mandatory in the tendering phase.

We have a software we have developed for cardiology intensive care units. During patients stay in the intensive care unit, all operations are supported by artificial intelligence and decision support algorithms; We aim to recommend the best treatment to doctors. I wonder if this program covers that?

The solution must cover all building blocks/requirements presented into tender docs. Feel free to present your solution on our matchmaking platform to find partners that might cover other requirements.

The proposal to be submitted by 7 April should cover all three phases.

Since we’ll submit our documents both electronically and postal, shall we sign them digitally or by hand? Or both?

As we do not accept electronic signatures, please hand sign the postal submission and include scanned copies in the digital submission.
